Lecture on dual-use in chemistry and the role of scientists

Lecture by Alastair Hay ( University of Leeds School of Medicine Molecular Epidemiology Unit LIGHT Laboratories) on “making choices in chemistry”. It presents on a project to discuss and raise awareness on dual use in chemistry, developed with the International Union on Pure and Applied Chemistry and the Organization for the Prohibition of Chemical Weapons. The lecture reports the discussion about two cases of “dual use” in chemistry, the role of scientists and making choices. The lecture is from the 2012 EUBARnet seminar in Delft. While the legislative implementation of biosafety measures has a long history following the development of biosciences and the growing understanding of risks linked with human, animal, and plant pathogens as well as toxins, the importance of biosecurity aspects was the appearance of new threats and challenges, in 2001. The Anthrax cases which were detected in Florida alarmed and provoked panic not only in the USA but worldwide. It is obvious that nowadays the use of biological weapons is real, and according to the experts it is easy to carry out.  This is the paradox of modern society, in which we have reached a level of security unthinkable in previous times. Despite the industrial accidents, natural disasters or terrorist acts, the advances in the fields of medicine, transport and science have given a level of security never thought possible and it is benefit to everyone. However, the feeling of danger has not ceased.

Biosecurity Policy Measures at the International, Regional and Local Levels

The eighth paper of the EUBARnet Review Series on Policy, Ethics and Security Aspects of Biosecurity is authored by Dr James Revill of Landau Network Centro Volta. The paper presents the variety of policy measures relevant to biosecurity at different levels. It summarises some of the key components of the biosecurity governance architecture. The paper continues to outline international governance measures before looking at regional initiatives and then concluding with some examples of national measures to support biosecurity.
